Summary
[motion picture] Examines the relationship between flooding and land use and offers dams, levees, and flood-plan zoning as methods of controlling land use on floodplains. Observes that people have always lived on floodplains despite the hazards of flooding because the proximity to water provided them with transportation, energy to run mills, and fertile soil.  Includes discussion of the problems encountered by the residents of a contemporary floodplain in Elgin, Illinois.
