- In this program, criminologist Joseph D. Lohman outlines probation as a special alternative to the criminal-making influences of the prison system, stating that probation can effectively replace detention; although it is considered in the public mind as a form of leniency and improperly administered it becomes “beating the rap.” Two men with criminal experience are interviewed to illustrate this alternative.
